PERRY E. ISRAEL

I have 40 years of experience acting as a tax lawyer, concentrating on tax-exempt financing, Tribal financing, low-income housing credits, and mortgage credit certificates. I offer an unsurpassed depth of experience concerning the federal tax laws relating to municipal finance. I have worked on hundreds of bond transactions and acted as tax counsel, bond counsel, and underwriters’ counsel on a variety of financings for a wide range of projects including governmental buildings or other facilities, airport facilities, health care facilities, sewer and water projects, municipal hotel projects, state general obligation bonds, Tribal hotels and convention centers, and single- and multi-family housing.

I serve as a consultant or special tax counsel to various bond counsel firms across the country. I also advise issuers and conduit borrowers on post-issuance compliance matters and represent issuers and borrowers in audit examinations by the Internal Revenue Service. I have acted as an expert witness or expert consultant on litigation matters involving municipal bonds. In addition, I work with municipal bankers in the development of derivative products and structuring of appropriate solutions for clients.
